Just didn't sink in as reality for Kagi-kun.
Interesting that they're going for the "legally related somehow" as opposed to "kinda recognised in some places, but at least accurate" certificates.
Adoption was long a way to get some kind of legal rights similar to marriage, and seems to be similar to what's being suggested, here.
