Yeah quite strange but they seem to do because they will be able buy out more houses out in the Region. In ideal case buy the small house out and built a Apartments Building there. They are in long run there. In Western Staates as example such agency are seen more and more as Parasiten which only increade prime in City Region. You avoid the Fallout by behaving like them.
