I think you're kind of missing the point of the Manga, but he's not really badly (a little neglectfully maybe) raised or corrupting anyone. Heck, by a lot of standards he'd probably be regarded as a very well raised kid. He's polite, thoughtful, obedient and not only tries (and succeeds) to help his friend, but tries as best he can to explain why his suggestion worked. His biggest problem was that he doesn't have the words to explain the situation and so he had to resort to showing her instead. He doesn't know what it means to be horny, he doesn't know what sex is, he didn't know that his friend wasn't emotionally ready for the information yet.
The biggest failure in the situation is with Ayame. She learned about the peeping so she needed to be the one that explained that sex exists and that it's something adults do, and that couples do it to strengthen their relationships and that even though kids his age might just be starting to become aware of it, some of them aren't ready to see or have it described to them and it can hurt his friendships if he's the one to give his friends, especially the girls, knowledge of it. Kids need to know things if they're showing signs of awareness of things they don't understand, but they need to learn about them in a safe environment, especially with how stupidly inconsistent their development is at that age.
