I still don't trust the Gestapo Wolf guy. But if what he said is true then it's probably the ships AI acting on it's own.
We've already seen how advanced human tech is in Hitoner. It's been shown that Hitoshi's suit can not only pilot itself, but also build complex structures like rockets. So, I'm calling it now, the "army" is a bunch of robot drones and they've being mobilized by the ship's AI. Either as a search and rescue for Hitoshi or to deal with the planet's "hostile alien species".
And, yes, the Kemo have proven themselves to be hostile to Hitoshi ever since he landed. Like, how many times have they tried to indict, remove, or outright euthanize Hitoshi at this point? This trial wasn't the first time and it isn't going to be the last time either. So, the next chapter is probably going to show just how easily Hitoshi could take over the planet and why he won't despite some kemo's (I'm looking at you Scar...) antgonitstic actions towards him.
