I guess it might come to a point that Haruka will claim the title of the 'maou' or demon lord so that the nations of that world will have a common enemy, enough to make them unite under a common threat (the remote region will be keeping the secret, like an effective white lie). He basically just needs another 'general' and his 4 heavenly lords will be complete.
