But she´s so indecisive and a minor, and possibly more than a little selfish. What international organization would put their unconditional faith into somebody like that without proper mental schooling, no matter their superpowers?

The only twist was that the council was born from the requested people considering how they want to make the request happen, rather than the council being made and finding the girl to use her.

She brainwashes them to fundamentally seek moral objectives.

....eh, would still date. Lots of things did not go wrong to reach this point, she did a good job for a kid.

the twist for me was she didn't request the creation of the herself... not that it matters much.

Lol. Only in manga could her voice be literally interrupted by a another dialogue bubble. I feel like I wouldn't be stammering or quiet when issuing requests in a situation like that. Saying "Please put the knife down" from start to finish while he's telling her to shut up doesn't seem like that big of an ask. He can scream all he wants to shut up, but he's still going to hear what she is saying. I don't think he needs to be super receptive to her before her requests work.

@Undorian Doesn't matter. Look at that old guy basically giving her orders. She seems to follow the requests of minds far more focused than hers, rather than being the literal guiding force for the group. They can obviously see the power she wields so it stands to reason someone would take a risk on her and it seems to have bore them fruit. Or she could have just been like "yeah, so please make a super moral organization with me" to some politician or something

I mean I knew this was what was going to happen from a mile away, but honestly. Question I gotta ask is if she's meddling as far as in foreign affairs, is what she's doing even always in the right? I hope she has more autonomy than she's leading on here because it sounds like she got herself in a situation where people are making her do things she might not ultimately like the result to. Everyone's morals vary, and what someone might condemn, someone could see as a perfectly justifiable action (shooting the guy against her wishes for example.) As he says, all she has to do is make requests of him and he'd be forced to obey, but someone manipulates her into thinking she doesn't have to be weary of their goals, she's ripe for exploitation.

Scroll back a chapter or two. Remember how she asked the MC if he were willing to sacrifice some 500 (forgot exact number) terrorists´ lives, if he could save one hostage´s life in exchange (and he agreed), and exactly that happened the same evening? This is imho proof that she is both clearly in charge of the organization and at the same time has such a rudimentary concept of justice that she is taking advice from her boyfriend, a high schooler who has even less experience with difficult moral, legal and social questions than she has. That´s why I´m a little incredulous.

The robber is in stressed condition (like Miharu's observation, it's probably his first time). He's histerical and not processing what other people is saying.
Only later when he dropped his knife and calmed down a little, Hiyori attacks with asking him to listen to her request (making sure he listen now), before asking him to stop.

About the organisation, it would be descibed later, in two parts. First about the history, and then about its working.
The second part can be scary, although not in the usual direction.

Uhhh so far so good, but im now afraid of the poor boy going the (full useless - pathetic) kind of character which i cant stand at alll. Hope they give him some role which is not just whining or trying to fight something too big for him.

Depend on what kind of role that is.

If Saginomiya tries to do the more traditional story trope, then it would play on the conflict about how Miharu really wants to try helping and do something for his girlfriend, but is faced with the cruel fact that he's a nobody while his girlfriend holds the fate of the world in her hand.
There will be tension between how Miharu wants to be her hero (the childish side), while keep being slapped by realisation of how powerless he is (adult's world); and how what Hiyori actually hopes from him is not as what he imagined.

Well, if it goes by the traditional pattern that is.
