I guess it's because he feels that Aina is so sheltered and to propose a real marriage maybe he thinks that he is taking advantage of her? I think the issue is that they almost have no proper communication, so he is not sure what Aina actually feels about him. Is he just someone convenient who can help her leave her country, or more? Aina almost never say anything to him.
