The way I interpreted the joke is the unexpected contrast between something obvious that normal humans shouldn't be able to do (taking off his head) versus something that not even he is supposed to be able to do (a ninja technique from Naruto).

The first three panels are like the intro to The Everyday Maintenance of Shinozaki-kun. It's amazing what one can pretend is a completely normal human thing.
