Access to pre-Collapse building techniques I assume. Wouldn't be surprised with people with the expertise to build those managed to survive and pass on those skills even if the ancestors of the Western and Middle Villages didn't.

Chopped wood with an axe. Wooden nails. Glass from old world remains.

Western village also had something similar with their (now burnt) multistorey house. If you scavenge enough, it shouldn't be that much of a problem.
