I mean Otto is a schemer no matter how you look at it. Also obsessive, quite devoid of a moral compass outside his rather weak grasp of "what Kallen would think" and not exactly objectively sane.
But he's also big on Pragmatic Villainy and doesn't pointlessly alienate important lieutenants which is no doubt why Bianca doesn't get the shady kinds of missions Rita seems to be perfectly fine with.

@Waswaas I fail to see why you think his factual sociopathy is mutually exclusive with taking a liking to specific people. That's not how the disorder works.

Reminder this is the guy who canonically tried to bust Kallen out of her scheduled execution by letting loose a pile of Honkai beasties (from Schiksal's containement pens - at the time they didn't have the means to destroy them and has to settle for capture) to rampage on the town as a distraction and was quite genuinely confused when the lady was hella pissed at him for it; chronologically this was while Vera/Octavia was still alive, too.

Except there is different definitions for both psychopathy and sociopathy.
Otto clearly does have empathy and remorse (although not too much, I concur), their just don't stop him from "breaking the eggs to make a omelette".

Good point, but I think it's more related with priorities and values in life, rather with psychical disorders. Sort of the trolley problem.

@Waswaas Let me reiterate: he honestly didn't even understand why Kallen was upset with him getting a bunch of civilians killed as a distraction. That's not just garden-variety ruthlessness, ie. understanding the moral implications but going through anyway because you think it's warranted, that's outright empathy deficiency of the sociopathic kind.

It's something that keeps popping up both ingame and in the supplemental mangas whenever we get glimpses of his thinking. He simply has no moral-ethical fetters whatsoever as such; it's just that he doesn't have wantonly asocial urges (eg. homicidal or sadistic tendencies) either, and he has enough grasp of practical psychology to humor people he likes and/or needs who aren't as dysfunctional (Theresa and Bianca being cases in point) and avoid alienating both the organisation's rank and file and the general public.
Not counting the whole AE schism thing ofc.

Same storyline, different time for most of the chapters.
But there are sections with different focuses.
Cooking with Valkyries and the Gemina Invasions are for happy therapy, for example.
