Part 2 is in fact still ongoing. You may want to read some of the prior comments on this very thread.

TL;DR parts 2, 3, and 4 are being published simultaneously since it would take too long to publish sequentially.

If things go as they are in the novel, chapter 60 willl be the end of part 2, and if like me you have been waiting for this one to finish before reading part 3, you will have 8 volumes to read in part 3 so far.
Edit - It looks like they are extending the ending of part two to properly finish it, instead of rushing it all in volume 12, so 60 isn't the end, it still has at least one more volume.
