Yes, exactly. Since before Kyosuke (Kyoko Hori's father) arrived, they confirmed that Kyoko heard the entire confession so all that was needed was her answer to the confession, really... And so when Kyosuke asked if they were dating, she took the opportunity to answer both the confession and Kyosuke with an affirmative to the dating.

At least, that's how I see it, anyway, and I believe it's meant to be seen. Sure, it's unconventional, but it still arguably follows the formula, if one squints.

Shame the story never gives her a clear love interest, since Tooru ends up rejecting her as he realizes his feelings for a close friend, but at least she has a glasses buddy by the end in a certain near-sighted pretty boy, and who knows, maybe that'd develop into something more.
