It is shojou ai for sure.
But the majority of the stories dont really get near any romance tho. U could say is the early early moments of developing feelings and even so mostly are only one-sided. Not sure if romance fits the bill here.

So many of these are great stories, with good characters, strong emotions, and loads of potential, but they ALL cut off JUST before any actual romance happens. So frustrating!
