I think it's believable to think Hiruno would try to text despite the screen being wet. He doesn't seem like the type of person to use his phone after a shower or any scenario where he would be wet, so it wouldn't have easily occurred to him. He also wanted to respond quickly. If he's trying to delete the message or just type, the water on the screen may touch the wrong button like the send button too.
