The real question is, why the f you didn't tell her in the first place? She asked you how to fish, you taught her the wrong method and now it is her fault because she didn't figure you are an asshole and she should have asked someone else?

A bit of over-reaction: the president of the fishing club was setting up the circumstances where its newest member was the one who discovered the correct method to catch this fish using this bait. The Breakwater Club is about learning more than it's a fishing trip.

Hina shouted about wanting to take control and start being more active in her fishing (she basically only fished for mackerel, relying on anyone else to set everything else up beforehand if any target changed), and she is being somewhat unreasonable given she instantly backs down from this new gumption as soon as there's any conflict (live bait, lack of knowledge about equipment, where to even catch a new fish, etc.).
Yuuki is tolerating this, directing her each step of the way on where to look. Granted, she's also teasing her in the process out of her own personal enjoyment, but her role as the group leader remains.
If anything, where Yuuki fails at being "pres" is when she doesn't want to go fishing because she's lazy.
So, when it comes to sillago fishing, Yuuki already knows there will be a different method needed to catch the fish when comparing live and imitation bait. She teaches Hina how the other three will be catching sillago, warns her it is the live-bait style and that she may need to try other methods if she's not getting bites. Hina, in her proactive orientation, isn't listening very well, and is only copying everything she sees/hears. Yuuki notices this, and so, "President Kuroiwa" decides to teach this new forward-thinking 1st-year newbie Tsurugi that the best way to learn how to refine your fishing is learn and try your own ideas.

It may be frustrating to see this cute girl fail all day long. Natsumi and Oona certainly agree with you! It's aggravating the "matron" pres is acting more "spartan" than anything..."how un-caring!!" But, as you'll notice, Hina never tries anything different. She never comes to ask for help, and even at the end of the day, Yuuki tasks her with a new plan before the next day - "go look up new ideas." By failing all day long, Hina is depressed and frustrated, willing to accept "she won't catch sillago" and is giving up. But, by merely looking up on her own new ideas, she realizes if there's blame it's on her and becomes obsessed instead! Yuuki, recognizing Hina's personality, turned failure (via lack of interaction) into obsession, which Hina comes to appreciate more than anything.
Have you seen Hina's growth in these 4 volumes? A little girl scared of social interaction is coming out of her shell, terrified of animals is learning how to catch & kill, unable to perform basic cooking is now handling various ways to take raw flesh and cook it into delicious meals. Has Hina sought out this from the start...or has Yuuki blackmailed her and teased her and forced her into accepting this responsibility and performing these roles via "scary" methods?

tl;dr
The point is not get Hina to catch sillago.
The point is teach Hina how to overcome failure.
In this case, the failure wasn't "didn't catch sillago" is was that Hina failed by "not trying more." By learning how to recognize where the blame of failure was, she's just as likely as ever to fail!.......but not to give up because of it.
