Reduce = kill people to reduce the population.
Reuse = use a person multiple times to reproduce.
Recycle = eat the failure for protein and nutritions.
Basically that pararrel paradise manga but eat the failure...

On the one hand, I'm disappointed at the obvious and expected, "The government wants to reduce the population" conspiracy element.

On the other hand, the alternate-history element was a pleasant surprise. If you're going to reach for a bunch of speculative-fiction cliches, it's nice to include some of the juicy ones, like, "the Nazis won".
