for me I only rate it if I'm really invested and it's always a 10.
from then on I decrease the score accordingly if/when it starts going out of track :meguu:

My brain has gotten stuck in the grading system used by our schools, going from 4-10, where 4 is a failing grade, so that is what I use when scoring things.

4 - Four and below are all failures and not worth my time, unless I purposefully search for bad content, but this is limited to bad "horror" films as that is a hobby of mine. I do rate sometimes stuff with 1-3 too, but then it must really, really be bad, downright offensively so.
5 - Five is barely passing. Congratulations, you just manage as a passable series. Still doesn't mean I'd waste time reading you and will instead rate and forget.
6 - Six is still bad. I might read a 6, but only if I have somehow gotten invested into it already. A good example would be a series that started out decent if not even great and then slowly declined in quality and I am just hanging on to the ride to see where it crashes and burns.
7 - Seven is good and anything I rate seven and is somewhat within my interest zones I will usually read or at least give a chance. I think most stuff I read on this site fall into this category. The very definition of "not great, not terrible" content.
8 - Eight is something I already appreciate. An eight gets an update and I will prioritise reading it as soon as possible. Eight is something I look towards reading and will be sad when it ends, whether timely or untimely. I might even memorise the names of the characters and locations of this series outside of when interacting with it. Eight is also the highest score that I would give something out of personal bias, when I know that it objectively is not that good.
9 - Nine is great. Nines are rare and I don't give something nine unless I enjoy it and I can objectively argue that it's not just good, but great. It still isn't perfect in what it's doing and could be better. Additionally, I could give something that is "objectively" a masterpiece a nine, just because I personally don't like something about it.
10 - Ten is excellent, perfection if that can ever be reached. I rarely give anything a full score unless it's really that good and I also really enjoy it. Ten is also something I very rarely if ever give an on-going series. I don't think you can truly rate something a full ten before it has finished and told its full story. After all, there are quite many potential tens that stumbled on the finishing line and then dropped to 9 or 8s that I can think of.

Additionally, if I was to write out a review, I'd also extend the scoring by adding -, + and ½ to the scores.
A 8- is 7,75, 8+ is 8,25 and 8½ is 8,5. Most scoring systems however don't allow half or quarter scores, so can't really do that. When lacking that option, I let my personal bias push/lower the score to the nearest whole number.
Also I don't generally rate on-going series before they have at least been running for a few volumes. There are quite many stories that start out with a solid premise and then decay into a generic slop that has completely lost its original identity. While I could easily then change my rating and sometimes I do, I usually wait for a series to have plenty of materials or it to actually end before I give out a rating.
Only if the series is particularly bad, do I rate it outright then and there. In these cases this is for myself if I ever stumble unto it again, so I can instantly see my bad rating and just move along.

I do find it funny how loosely folk here give things good to excellent scores, with almost every series that is in my opinion a 7 or above having 10s as the most numerous rating. I also think that people give out 1 too easily to anything they dislike, since that is also over-represented in the "bad" scores, compared to say 2-4 on any series, regardless of the actual quality of it. Even the highest rated series here, Berserk, has more 1s than 2-7s.
