Yes, but no. Basically everywhere had their own laws that set it higher than that, which is why it took so long for them to change it in the first place. Changing it did nothing but waste a little time. The statement of Japan's age of consent being 13 makes about as much sense as saying murder is legal in the US because there's nothing in the constitution about it.
