Wait so what happens if they have a fast heat beat and get caught? Isolation? Pills?

Nonethelss this was an intresting concept and It has more potential then just being a one shot

I gotta say I prefer this as a one shot. The backdrop is kinda ridiculous, but I suppose human reaction to that kind of discovery would be ridiculous. With that in mind seeing any more of this world would probably only disappoint.

So far it doesn’t make sense. To prevent national losses (of people I assume) from using up heartbeats too early, they do surprise exams, put you in counseling, and penalize you...all of which results in stress, which equals more heartbeats. And this has been successful?

Yeah, this story is not coherent.

The underlying idea, that a people might be limited to a certain number of cycles of a physical process (such as expansions and contractions of the heart), and that choices would be reshaped accordingly, was and is worth exploring.

But responses that naturally accelerated the frequency of cycles would be counter-productive, and eliminated by natural selection.

Further, mandatory monitors would relay information in “real time”, rather than delivering the information during queued examinations.

The art was solid and if it wasn't a oneshot the author could have had more time to flesh out this concept. Too bad :p
