@Djinn247 If i remember right, it has to do with where the Phantom Troupe comes from. A completely lawless city abandoned by all governments. A literal human dumping ground that no one wants to acknowledge even exists.

Last page is amazing, was the wannabe hunter girl the one who found them all dead and was it because of her the village was found last chapter after she healed?
Or was it because a small child beat the hell out 3 grown men with demonic eyes telling them to "die"? Hmmm. Damn, if kurapika told the elder he got exposed the village would have been rellocated and everyone would be alive, skill issue.
