Whoa, the third phase of his power is way too OP.
Foretelling future at the cost of maintaining zetsu (and the world still running real time when he does, which means his ability is 'blind' to the future between him starting zetsu until the "instant 10 seconds review of the future" starts and he's totally vulnerable when doing all that) is still a balanced power.
The second part is "reviewing the future in real time", which is kinda normal. This is actually less powerful than the first part, because he is looking into the future while the world runs in real time.
But the third part isn't really clear yet:
1. Is it creating a whole universe that affect every single other people outside him? This is way too OP, things like illusions should have a certain activation condition which in turn affect only certain people or constrained to an area of effect, which wasn't clearly shown in this chapter.
2. Is it transporting his 'real self' into a 'safe space' while conjuring a doppelganger in the real world running on auto-pilot that follows the 'foretold' scenario? This is still very OP (doppelganger is emission+materialization, which are least compatible, adding to it is the auto-pilot which is manipulation). Not to mention the concept of 'safe space' or wherever his real body actually is in 10 seconds after he opens his eyes.
Togashi-sensei probably wringed his brain too much and went into hiatus thinking about all this stuff.
