I don't get why you think she is into oreki. The kouhai is a naive innocent girl that have flowers in her mind but refuse to make an effort to gain strength to protect her ownself by herself. Kouhai might be have trauma in the past that is when kouhai looks another people that can assess her connections flawlessly she would feel threatened. That's actually pretty rude to chitanda but she chose to give up and running a way because she can't think about anything to protect herself
