Why is the dad bringing stepmoms into the house for the sole purpose of taking care of the child when she has a nanny?

raws are at chapter 21. so there a bunch of chapters left were the TL likely will be faster than later on.
will be interesting to see what exactly the motivations of the nanny are.
I assume the duke knows that his daughter is a brat, so for now I assume thats his motivation to get stepmom for her despite a nanny already being present, but I hope the author explains the motivations and circumstances of the duke at some point.
