Damian needs to be taught a lesson. Many people died because he refused to kill. It was foolish and cowardly. He knew it was an enemy and disobeyed an order. This whole "it's ok to make mistakes" shit is fine when you unintentionally make a mistake, but he was very intentional about it.

We don't know if it would have killed, though. Who's to say the NPC's aren't also really powerful in their own right?

Maybe he wouldn't have been able to do it, but the fact that he refused to try is clearly the problem, I really don't get what your point is
