I think he can. But if the first few chapters (since everything after is a very long flashback) indicate anything, it will be after he's the emperor and she's finally trying to leave. My guess is that he can talk properly but originally did it as a defense thing and then so that she'd have to stay by him.

Ah right forgot that scene, Guess it'll take a few more ch but also didn't he sorta speak a full sentence when our lady left him? saying something along the lines of "don't go/leave"? reading too many series to remember correctly lol

He did say that, basically, and that duke guy jumped all over it like "oh, see we don't need her! You can speak!" But it seems he hasn't really spoken properly since. Maybe the duke guy figured it was a fluke? I dunno. But yeah, we're going to have to see them as adults before he speaks again, properly.
