I think we just don't see the moments when he favors the other prince. For good reasons - nobody wants seeing that.

In earlier chapters it was suggested to him that the best revenge on the Empress and her kid would be to take away what they want the most, which we all know is the crown. And he won't be considered a valid king candidate without proper education.

Going to the academy is delayed gratification. In his head he knows now that logically, going to the academy is an opportunity to gain influence and power. It is not guaranteed, so it is a risk (though we know he will succeed because plot armor). He's risking not being able to gain traction in the capital/central palace by leaving for the academy for so many years for the CHANCE to gain influence from the academy, so it is a risk that might only pay off yeeeears into the future.

The emperor is a selfish prick who doesn't want to share power with anyone. He gave the Angenases power when they came from nothing, in order to get a noble faction supporting him. Now that the Angenases are getting strong enough to bite at the Lombardis, the emperor is using them to keep each other in check, or serve as annoyances to distract each other. Meanwhile he's enjoying the show and swooping in under fake names to gain money and more power.

Oh Perez is finally taking the revenge arc seriously and playing 4D chess with the Angenas. Is that guest Perez’s spy on the Angenas? Is she a contact of the Debut Organizer Madam who seems to favor Perez and has some power in the Imperial Palace?
