Or if I remember correctly from the Light Novel, maybe he didn't want to. I think there's a limit to how high ones cultivation is allowed to be, to enter the low level public zone. Supposedly, after reaching Qi Condensation 5th stage, he would no longer be able to "sell" his wares in there
