That would certainly mean, more they kill the higher generals, the more amount of mages would become useless, it's absurd for them to attack the rank of demon generals in descending order, they should've went for the strongest general first, since that would certainly warrant atleast higher amount magic power and choices while battling the first demon. For what it seems currently, It's like they're digging their own grave.

Although it's kind of hard to wrap my head around how only killing one elemental demon = losing element. Maybe if we see it something akin to higher ranked demons being the spirits of the element itself, like the demon of earth is the personification of earth magic itself. Because the demons do such questionable things, people go against them but because the demons are so strong + live very very long lives, even with the use of everything humans kept losing. Now that they ended up killing an elemental demon, they realize the power they are getting is from the enemy they want to kill is pretty cool concept.
