To be fair, there are stories a lot like this which do address this. Iron Blooded Orphans comes to mind, for example. It also follows a group of child soldiers and does a lot to address the rather large scale crime of it without doing much to escape the focus of the relationships of the main characters on the small scale. Which isn't necessarily to say this is what KimiShinu will do or should do, but it definitely is a story that's capable of addressing that.How?
