1. Dragons age differently. He's currently a child in all ways. (Obviously mentally and physically). Don't compare other species and their ageing to humans. As a dnd player, I know how confusing ageing can be but all species have a different ageing timeline. For example, Aaracokra at age of 15 is about 50 in equivalent human years. These creatures live 30 years or so. Because the creature is 15 doesn't mean they're underage. They're full-grown adults (mentally and physically). Similarly, the case seems to be despite his age in human years, he's a lot younger.
2. If we're talking about mental age, she "older" than him because she was an actual adult before dying. Accumulating her years before dying and now, she's 23.
