Pretty sure almost all those skills break physical laws, at least on surface. There's always a chance that MC takes nessesary heat directly from the sun and dumps extra onto Uranus surface.
Also (making educated guess here) tier is probably defined by combat usefullness.

Still though, the power to be able to heat shit up is OP as fuck. Think about it: He masters his microwave ability and can become a fucking human nuke.

But you get my point though, its a great ability despite what the woman said. It seems that he can generate enough heat to melt plastic and create steam, and he did burn that one lolicon's hand. Im pretty sure that with enough practice, he could fire off microwave blasts or some shit.

So much potential that the shitty analyst said was useless.
