He does learn quick but because he's literally insane at the moment, he doesn't have confidence in himself. The part of him that does have confidence in himself is the part that gets trapped in those mental million years prisions.

His poor self image is hampering him in this story. Unless someone treats his illness, he's going to stay this way. Which is the main gag of this story.
