I don't think it's that he's not super strong, He's literally fighting at probably not even half of what he's fully capable of. He's only using physical abilities when he fights most people who use soul dressing and other methods of going all out on him. As we saw with this battle he quite literally tanked everything and was still going to fight barehanded and even when she got an extremely good cut on him it only made a shallow wound. He spent million years swinging a sword. Not mastering anything, simply swinging a sword (The fact that he was only able to come up with 2 or 3 techniques shows his overall talent).
