Using the above information, this threat would always exist as long as the princess lives. She could at any time use any regal looking ring to rally the nobility.As long as the princess has it the second queen cannot really put her kids on the throne because the princess could at any point cause a succesion crisis with it. And while the second queen has this palace under her thumb any nobles dissatisfied with her would immediately starting backing the princess if only to threaten a crisis with which they could weasel a lot of power out of her.
It's stated by Penny but Penny is an unreliable narrator as she's just assuming based off of what information they have. There is a possibility that there might be some nobility who are hiding the fact that they also know what the true ring looks like.
