Some series slowly reveal a new baddie,some like this establish early on who the main baddies are.

Either way,the slow burn is the goal,albeit this is only the 11th chapter.

Like, 22 is described as even more dangerous. They have connection with power to cover up everything, has their agents everywhere, and they know everyone’s dirts to do all kind of blackmailing. They’re practically those conspiracy theory secret society who can rule the world from behind the scene. Compared to them, 11 is just a delusional, hysterical megalomaniac without any real power other than people listening to her.
