Well yes and no. It could be that he has the psycological illness called "paedophilia" meaning that the answer would be yes but also he has not molested any minor, not that he could being a minor himself, and as such he can't be a pedo by the legal sense, that is also assuming that the country he lives in even has pedophilia laws which most of the world does not have.
