didn't declare kohaku to be an enemy combatant - if she did, she would have tried to
kill/capture kohaku
instantly instead of giving them a chance to leave. demi-humans not being able to enter may have been common knowledge around the area, so kohaku saying she doesn't know it does
seem suspicious. knight also stated she was going to hold kotaku in prison 'until there are further instructions' meaning it's fully possible they would have released her once they're sure she's not an enemy spy or something.

If you're an agent of the state enforcing racist laws, that doesn't make you any less racist.
this is ridiculous nonsense, because most people don't agree with
all of their country's laws.
laws are enforced to maintain
overall order (though some laws , especially older ones - like this medieval fantasy manga potrays, do more harm than good) and enforcers do it because it's their job- they may need to earn a living/feed their families.
