Well, there's apparently some limits to incantation according to magic level.
But my guess is that he was able to use earth magic because he manipulated the ground, which was already there. There was no fire to manipulate earlier. I guess that a fire magic incantation to create fire might be "Burn!". Maybe he needs a higher level of magic to create the element from just magic. We'll see.

But yeah, he's figuring out magic, so that's fun.
