Pretty much. I am currently reading the novel and it's pretty much what you said. Every one not close to MC is very dumb. There are like very few moments where "villain" grows a brain for one situation but not sure how it would be handled in manga. Manga is very different from novel.

I keep reading this manhua for light entertainment. It's pretty nice to always get exactly what I'm expecting.
