This mahua (and many other CN manhua like it) would only have 1/10 as many chapters if they just skipped the bullshit and got to the point; but they feel the need to make a small amount of plot stretch as long and far as possible.
To some extent, it's also like the classic villain monologue trope in movies.
In manhua it's played out to create the atmosphere of indifference and enhance the appearance of the power gap: The hero is so strong that he'll allow the villain the time to gloat because he can deal with him at any time - and effortlessly at that.
