I don't think that's cheating tbh. If it's just boyfriend/girlfriend and one of them decides to leave the other one for someone else, and they're open about it before they do anything with said other person, that's just a break up.

I mean, he clearly is rejecting her chocolates and everything here, and breaking up before engaging in a relationship with another woman.
