It seems like he is dating both the blonde girls given the facial expression of twintails and what bob cut muttered. He's probably dating them both and they're not aware that he's been cheating on them for one another. At this point, this is something I'd expect from Imo Ichirou and this is probably something I'd consider mild coming from the author.
