I can try, but I didn`t really understand the story myself. The blond girl is a NPC from Yume Nikki and necessary for the infamous Uboa easter egg. It is activated randomly by chance when you turn the light switch. The door closing and light switch sound implies that the player character is trying to start the Uboa event. The "shallows" is the area around the house of the blond NPC. Why she is trying to destroy the books there and send the post via baloon... I have no idea.
From what i understood: The Uboa event seems to be rather traumatic for the blond NPC and she has recurring nightmares about it or rather is caught in one .
