I suspect the scam with the seal has an added component of being a registered seal as well, so he can also use a copy of the seal to stamp nonconsensual contacts.
It's a bit hard without sound to tell if his new partner is meant to be slow or a subversion of the trope. Either way, he doesn't seem to be spy...for now.
