I don't think it confirms anything really - Hibari's mom never became human but stayed a regular dog. It's still possible the dogs gain human life spans when becoming human, they just start at the equivalent age they were as a dog

They did say "dogs in THIS town" i think, as well as i think there being takeru's chapter where there was a regular stray cat

Tho it would be interesting if some dog was with their owner in a car/road trip or someone in the neighboring town walking past the border and just 'poofing' into a human 🤔
