I don’t understand this story direction. DS emperor was built up as an enemy for so long. Then we get three waifu deaths in quick succession one of which was a long standing harem candidate. Now we are moving on to randos? Did something happen? Did I miss something?

Well, the DS Emperor has been narrating his two main ancestors quite much. One of them being Angel Shiri's friend, and the other being Angel Nuba's friend. Each of these two contributed greatly to the rise of the DS Empire. There was also the rule that, a crown prince/princess must kill their father/mother(current ruler) to succeed(for the accumulation of the soul soldier), so it wasn't an abrupt change. Wars are also the fastest way to gather resources.
