Steaming the fish is actually probably one of the easier and more forgiving ways to cook a fish. You can't burn it, it's hard to overcook it or make it dry, it's naturally tender, and it forms a broth of itself. Every peasant knew how to steam a fish, and it's how they would've normally prepared it (besides boiling).
