Using "Highness" to refer to the ruler of a country is a miss. It should be "Majesty". Majesty is used to refer to King/Emperor/Queen/Empress, while Highness is used to refer to the ruler's concubines, children (princes/princesses), and the ruler's other family members (siblings, uncles, aunts, etc).
