It should be either "When a child looks at the goddess..." or "When children look at the goddess...". Typically, "a" or "an" is only used for a singular, I don't know the exact etymology behind it so I can't speak definitively, but I'm 95% sure that it's improper English and I'm 100% sure it would sound weird to most speakers.

No, I'm pretty sure it should just be children. I don't think she's referring to any specific group of 'children' and she's not using any adjectives to describe a group as the "the" would imply, just humans in general.
