I'm still waiting for a reason why tensions are suddenly so high between the factions now. "We think that the other side is finally ready to attack," isn't a very good excuse when you consider how this situation has been going on for longer than a lot of the characters involved have been alive. Smeira, for example, is only in her twenties, so this conflict has been going on for her entire life, considering how this has been going on for thirty years. I'm sure that at least some knights' entire careers, from training as a squire to retirement, was spent just waiting for an attack that never came.
